黑龙江省碳排放核算方法及减排对策研究

结合IPCC推荐的参考方法和部门方法,对基于能源平衡表的黑龙江省二氧化碳排放核算方法进行研究。研究结果表明:从总量来看,2000~2010年黑龙江省碳排放总量大体呈现上升趋势;从细分部门来看,碳排放总量最大的是火电部门,其次是工业部门;从细分能源来看,以原煤消费为主的能源需求是导致碳排放总量居高不下的原因。最后提出短期内黑龙江省节能减排应从提高能源效率、重点开展火电部门及工业重点行业的节能减排入手。

Study of Carbon Emission Calculation Methods and Emission Reduction Countermeasures in Heilongjiang Province

Combing with reference approach and sectoral approach that were recommended by IPCC,the carbon dioxide emissions was studied on the basis of the energy balance in Heilongjiang province. The results showed that CO2 emissions had the rising trend from the total amount in 2000-2010,and the total carbon emission was the largest thermal power sector and the second industrial sector from the point of segment division view. The coal consumption demand for energy was the cause of the high carbon emissions from the point of energy segment. In the short time,the energy conservation should improve energy efficiency and save energy of thermal power sector and key industries in Heilongjiang province.
