增加我国农业投资的基本思路

为保证我国农业持续、稳定、协调发展,必须增加我国农业投资,改善农业投入环境;建立和健全符合农业持续稳定发展的投资机制,使国家对农业投入的份额和方式制度化、规范化;运用价值规律引导农业投入,通过经济杠杆的运用和物质利益机制的调整,鼓励各农业投资主体增加对农业的投入.在增加农业投入的同时,通过建立新型的农村土地经营和流转制度,创建新体制的城市区,加快农业技术创新与技术推广,促进农业生产要素的合理流转,提高农业劳动生产率,改变我国“务农吃亏”的状况,增加农业投资的吸引力,尤其是粮食生产投资的吸引力,增加农业产出,提高农业自身积累能力,促进农业与整个国民经济的协调发展.

IDEAS OF INCREASING AGRICULTURAL INVESTMENT

To ensure the agriculture to get a continued,steady and coordinate development we must al-locate more funds to agriculture,improve the environment of agricultural investment,and set up a perfectinvestment institution which may standardize the portion and way of the government investment in agricul-ture,encourage investers to increase agricultural input by using the economic methods.At the same time,we should improve the agricultural production factors to flow rationally by establishing a new land system ofmanagement and circulation,founding urbantowns with new institution to raise the agricultural productionrate,attract agriculture investment in food production,add the agriculture output,enhance the accumula-tion ability of agriculture and make the agricultural economy and national economy develop harmoniously.
