浙江省新型农村社会养老保障制度可持续发展研究 - 以德清县为例

摘 要：为了研究浙江省新型农村社会养老保障制度的可持续发展问题，通过实证研究的方法对德清县新型农村社会养老保障制度的现状及特点进行了分析，研究结果表明，影响德清县新型农村社会养老保障制度可持续发展的关键因素为缴费档次低及城乡差距大、基金保值增值困难、政府财政支付能力不足、“父母-子女”捆绑式的参保方式、经办服务能力及其制度的稳定性不高5个因素。通过对这5个因素进行系统分析，提出了多方筹措及建立稳定资金库、完善基金监管机制及加强投资管理等建议措施。

Study on Sustainability of the New Rural Social Pension Security System in Zhejiang Province —— A Pilot Project in Deqing country as an Example

In order to research the new type of Zhejiang Province rural society endowment security system sustainable development.Through empirical analysis of Deqing County,the new rural social pension security system present situation and features were analyzed,the results of the study showed that,Deqing County a new type of rural social old-age security system of sustainable development of key factors for rates for individual contribution-slow,big difference between urban and rural areas,increasing the value of the fund and its supervision,financial support capacity Parents-children the ginseng of industry way,handling service capabilities,the stability of the system was low.Through to the five factors analysis system,and put forward the raising in many,to establish a stable capital base,the perfect fund supervision mechanism,strengthen the investment management advice measures.
