摘    要:为了区分不同类型的水资源承载力,纠正当前水资源承载力评价中认识的混乱,对水资源承载力进行了辨析和实证研究。首先,从水资源承载力的属性出发,认识水资源承载力的内涵,这些属性分别是:客观性、相对性、动态性、相互性;根据水资源承载力的属性,将水资源承载力进行分类;指出了水资源承载力在任务上的差异和普遍的压力-状态-响应关系;提出了水资源承载力评价的基本要求;最后,以现状承载力为例,给出了相应的评价方法,并结合人民胜利渠灌区实际,对其现状承载力进行评价。灌区现状水资源承载力评价结果表明,综合评价法和水势分析法各有优缺点,而水势分析法较为可靠,可作为综合评价法的检验依据。本研究为水资源承载力的分类及评价提供一定的参考。

Abstract:

In order to correct the inappropriate understanding of water resources carrying capacity (WRCC), the content and the nature of WRCC was discussed and the water resources carrying capacity was evaluated by the use of two methods. Firstly, the connotation of WRCC was defined, the properties of WRCC were proposed as objectivity, relative, dynamic and mutually, and the classification was made. The two characteristics of WRCC were the differences on the task and the general pressure-state-response relationship. The basic requirement of the evaluation on WRCC was proposed. Finally, the status quo water resources carrying capacity (SQWRCC) of the People’s Victory Canal Irrigation District was evaluated by two methods. Results showed that, the comprehensive evaluation method and the water potential analysis method shared on a fifty-fifty basis, and the water potential analysis was more reliable, and could be used to test the results of the comprehensive evaluation method. This study could provide a reference for the classification and evaluation of water resources carrying capacity.
