摘    要:为真实反映城镇空间差异与城镇基准地价变化的特征,笔者运用比较法、特尔斐法、加权求和法等,以分等指数控制城镇等级,将同一水平城镇归于同一等级区间,确定不同等级城镇的基准地价变动幅度,实现以指数控城镇,以等级调价格。结果表明:在新乡市域内,一等城镇包括辉县市、卫辉市、新乡县、延津县;二等城镇包括获嘉县、原阳县、封丘县;其中一等城镇商服用地和住宅用地的一级地价格在890~1215元/m2和650~880/m2;末级地300~410元/m2和260~350元/m2,二等城镇一级地在750~840元/m2和520~575/m2;末级地在300~330元/m2和220~250元/m2,即城镇等级越高,其同用途同级别的地价也越高。

Study on Balanced Benchmark Land Price Based on the Regulation of Urban Classification Index
Abstract:The real difference with the reference land price changes reflect the characteristics of urban space, paper uses comparative method, Delphi method, the weighted sum method to control urban classification index rating, the same level as town attributed to the same level range, determine the different grades benchmark land price volatility, towns, cities and towns to achieve in order to index the control to adjust level of prices.The result showed that with the grading index for balanced participation Xinxiang seven towns controlled by two grades, one including the towns of Huixian, Weihui, Xinxiang County, Yanjin County; 2 towns, including Walker County, Yuanyang Fengqiu County; towns where a commercial use and residential land to a land price of 890-1215 yuan / m2 and 650-880/m2; late stage to 300-410 yuan / m2 and 260-350 yuan / m2 , two towns in the 750-840 yuan / m2 and 520-575/m2 level ground; late stage in the 300-330 yuan / m2 and 220-250 yuan / m2, the higher the level that town, which is the same land uses the same premium level, the higher the level of the land.
