摘    要:自实施第3次全国农作物种质资源普查行动以来,湖南和海南两省积极开展种质资源普查工作,相继出台了促进现代种业发展的相关政策法规,农业种质资源保护和育种创新工作取得了一定成绩。在总结两省基本做法的基础上,分析了目前两省种业发展面临的挑战,从强化顶层设计、加强种质资源保护、建立健全现代种业创新体系、提高商业化育种能力、完善落实种业知识产权保护和提升种业发展支撑保障水平6个方面提出了发展对策,为我国种质资源保护及育种创新发展提供参考。

Abstract:Since the implementation of the third national crop germplasm resources census, Hunan and Hainan provinces have actively carried out the census of germplasm resources, and successively issued relevant policies and regulations to promote the development of the modern seed industry. Agricultural germplasm resources protection and breeding innovation have achieved success. On the basis of summarizing the basic practices of the two provinces, the challenges of the current development of the two provinces are analyzed from the strengthening top-level design, strengthening germplasm protection, establishing and improving the modern seed industry innovation system, improving commercial breeding ability, and improving the implementation industry intellectual property protection and promoting the level of development of seed industry proposes development countermeasures to provid reference for germplasm protection and breeding innovation in China.
