基于价值系数动态调整的河北省生态补偿

雾霾如今已成为中国前进过程中的一大阻碍,而这一问题在河北省表现尤为突出,我们从生态补偿这一角度出发,希望能够在雾霾治理方面起到一定效果。本文分别从河北省、生态亚区和各县(市)三个方向计算了它们的生态服务价值和生态补偿优先级,并对其进行了动态调整,确定了区域内生态补偿的迫切程度。结果表明:河北省生态补偿优先级总体较大,且北部大于南部,东部大于西部;各县(市)间的生态服务价值差异明显,最小的为沙河市2430元hm~(-2),最高的为围场满族蒙古族自治县10840元hm-2。在生态亚区层面上讲,其中坝上高原草原和农业生态亚区生态补偿优先级最高,需优先得到补偿。本文的研究意义在于准确量化了区域间生态补偿的迫切程度,为其它区域的生态补偿提供借鉴意义。

Ecological Compensation in Hebei Province based on Dynamic Adjustment of Value Coefficient

Fog and haze become a serious problem in the development of China,especially in Hebei Province.From the perspective of ecological compensation,this research would play a certain effect on fog and haze governance.We calculated the ecological service value and ecological compensation priority sequence at three directions:Hebei Province,ecological sub-regions and counties (cities).In order to determine the urgency of ecological compensation in the region,we adjusted the value of ecosystem services.The results showed that the ecological compensation priority sequence was generally large in Hebei Province.It was higher in the north than in the south and was larger in the east than in the west of counties (cities).The value of ecosystem service was significantly different among counties (cities),the lowest was 2430 yuan hm-2 in Shahe,and the highest was 10840 yuan hm-2 in Weichang Manchu and Mongolian Autonomous County.In all the sub-ecological regions,Bashang plateau grassland and agricultural ecological sub-region had the highest ecological compensation priority sequence,and should be given a priority compensation.This paper also quantified the degree of regional ecological compensation and provided reference for ecological compensation in other areas.
