| Abstract: | The basic unit staff of soil and water conservation meet with such a difficult problem that is to strenghten supervising and enforcing the law and to control soil and water loss made by human being to the maximum limit. The following experience were sumed up from practice to perfect the regulation and law, spread the publicity to coordinate individual department and train speciality staff and to enforce the law seriously. |
