| 摘 要： | 云南省金沙江流域是我国西部生态环境最脆弱、水土流失最严重的地区之一。这里山高坡陡,水土流失严重,自然灾害频繁,对长江中下游危害日益加剧。坡耕地是该流域水土流失最为严重的地类,实施退耕还林还草和进行坡耕地处理具有重大的战略意义。要从根本上治理水土流失,建议从加快生态经济型防护林(草)体系建立,实施退耕还林还草,推广水土保持型生态农业模式,抓好农村能源替代工程建设,提高人口素质、增强法制意识等5个方面入手。

| Abstract: | Jinsha River basin of Yunnan Province is one of the most eco-fragile area with severe soil and water erosion in the west of China.Steep slope,severe soil and water loss,frequent natural disaster aggravated the situation in the lower reaches of the Yangtze River.Slope cultivated land in the basin is the land type with the strongest soil erosion,returning cultivated land to forests and grass and controlling slope cultivated land is of great strategic significance.To control the soil and water loss in essence,some suggestions are put forward such as building eco-forestry(grass) system,returning cultivated land to forest and grass,popularizing eco-agricutural model,constructing the project of the substitute of country energy sources,improving the quality of people and strengthening the awareness of law etc. |
