摘    要:我国人多地少的矛盾在客观上要求协调人口-资源环境-社会三者的关系,从而实现城市的可持续发展。认真研究国内外城市化过程中建设用地扩张与资源、生态环境之间的关系;城市建设用地增长的主要驱动因素;城市化过程中带来的主要生态环境问题。对于城市化过程中的城市生态承载力、资源环境胁迫作用,以及城市化过程中的生态资源整合等方面提出理性思考。同时从资源环境的视角对城市快速扩展过程中城市规划的调控、引导和管制作用加强,严格对土地利用进行约束的土地管理等方面的政策制定提供一些合理化建议。

Abstract:The urban sustainable development requires to assort the population,resource and environment with the society.The authors seriously researched the relationship between construction land expending and the urban environment during the course of native and foreign urbanization.The main driven factors on urban construction land expending and the important environmental problems with the urbanization are discussed.Some rational considerations about the urban ecological carrying capacity,menace actions of resource and environment,and the conformity of ecological resource during the course of urbanization are put forward.From the angel of resource and environment,it is suggested that the controlling,leading and administration on the urban layout should be strengthened accompany with the urban size fast expand.Some rational suggestions are provided on the policy about the land use and administration finally.
