| 摘 要： | 耕地利用安全是保护耕地和保障国家粮食安全的基础。以松嫩平原北部典型地区齐齐哈尔市为研究区，从耕地利用生态安全、耕地利用经济安全以及耕地利用社会安全三方面，构建了耕地利用安全评价指标体系，运用功效评分法，对齐齐哈尔市2002-2008年耕地利用安全状态进行了定量分析和综合评价。结果表明:2002-2008年，齐齐哈尔市耕地利用安全级别存在一定的差异，且总体呈现不稳定的波动状态。其中2002-2004年耕地利用安全处于临界状态；2005年耕地利用达到安全状态；2006-2007年耕地利用安全级别急剧下降；2006年为临界安全级别；2007年为不安全级别；2008年耕地利用安全状况有所好转，但仍处于临界安全状态。研究表明，耕地复种指数、耕地受灾面积等耕地利用经济指标与耕地利用社会指标是影响耕地利用安全的敏感因素。
