嘉峪关市土地利用绩效评价及障碍因子诊断

为了把握土地利用状况，从投入水平、经济效益、社会效应、生态安全以及利用结构5个子系统选取20个指标因子建立了评价指标体系，结合熵权TOPSIS模型对嘉峪关市2006-2015年的土地利用绩效水平进行了评价，并采用障碍度模型对影响土地利用绩效的障碍因子进行了诊断。结果表明:研究期内，嘉峪关市土地利用综合绩效经历了"低级绩效-中级但迅速增长-良好且平稳"的发展过程，整体呈现上升态势；五大准则层的绩效水平整体提升，但增长方式存在差异:投入绩效和生态绩效呈现出波动式增长形态，经济绩效和社会绩效则持续提升，结构绩效增长至良好绩效水平后保持稳定。土地利用绩效的变化过程与嘉峪关市土地利用重点一致，说明土地政策得到了良好的执行。就障碍度来看，2006-2009年经济效益障碍度最大，2010年后社会效应和利用结构两个准则层成为影响土地利用绩效的两大障碍因素；从单项指标的障碍度来看，"十一五"时期，对土地利用绩效影响较大的因子是城市居民人均可支配收入，"十二五"时期，变为公共设施用地比例。可见，在未来的发展中要更加注重关注资源的公平配置，积极探索集约高效公平的土地利用模式。

Evaluation of Land Use Performance and Diagnosis of Its Obstacle Factors in Jiayuguan City

To grasp land utilization condition, this paper established a land-use performance evaluation framework with 20 indicators based on the investment level, economic benefit, social effect, ecological security and land use structure aspects. Then performance evaluation of Jiayuguan City land use from 2006 to 2015 was performed on the entropy weight TOPSIS method. Furthermore, the obstacle factor of Jiayuguan land use performance was diagnosed by the obstacle degree model. The results indicated that land use comprehensive performance in Jiayuguan showed an upward trend during the study period, the trend could be divided into 3 stages:low performance-medium performance and high speed growth-good performance and steady growth. Five rule hierarchy performances were improved. Investment and ecological performances showed fluctuating growth trend, economic and social performance showed the characteristic of continued growth, structure kept steady in good performance. The change of land use performance was in line with land use policies of Jiayuguan, which presented the land use policies was well executed. In terms of obstacle degree, the obstacle degree of economic performance was the maximum during 2006-2009, and thereafter society and structure became two key factors affecting land use performance. As for single index, in the Eleventh Five-Year Planning period, the most important factor affecting land use performance was average controllable per capita income of city residents, but it became the proportion of public facilities land in the Twelfth Five-Year Plan period. So, Jiayuguan government should pay more attention to the fair allocation of resources and explore intensive efficient and equitable land use pattern actively.
