| 摘 要： | 耕地保护与城市发展是传统认识上的一对矛盾。通过对耕地利用过程中存在的选择价值与外部性问题进行分析，在此基础上提出耕地非农化决策的优化模式，并简要阐述了耕地保护的政策启示。
