土地可持续利用与农业政策转换研究

以农户这一微观主体的土地利用模型为起点，通过分析我国现阶段工农业关系及采取的政策对农户利用土地进行农业生产的影响，提出（１）深化经济体制改革，建立无障碍的全国统一市场；（２）停止农业为工业提供积累；（３）实行工业适度增长，以增加对农业的投入；（４）减轻农民负担等政策转换途径，以实现土地可持续利用

Study on Sustainable Use of Land and Transformation of Agricultural Policy

Beginging　with　the　model　of　farmers　land　use,this　paper　explicitly　pointed　out　three　more　obstacles　in　the　sustainable　use　of　land　in　China.Unfavorable　effects　on　farmers　land　use　should　be　gradually　dispelled　and　agricultural　policy　transformed.In　order　to　achieve　the　transfromation　of　agricultural　policy　for　the　time　being,the　author　proposed　four　suggestions　as　follows:(1)Deepening　the　reform　of　economic　system　and　building　a　united　market　without　obstacle　in　circulation　throughout　the　country;(2)Ceasing　accumulating　funds　from　agriculture　for　industry　gradually;(3)Keeping　industry　in　a　moderate　growth;(4)Linghtening　the　farmers　burden　substantially.
