小流域综合治理的概念与原则

小流域综合治理又称流域管理、集水区经营等,其概念是:为了充分发挥水土等自然资源的生态效益、经济效益和社会效益,以小流域为单元,在全面规划的基础上,合理安排农、林、牧等各业用地,因地制宜地布设综合治理措施,治理与开发相结合,对流域水土等自然资源进行保护、改良与合理利用。在治理过程中必须遵循的原则是:尊重自然规律,确保人与自然和谐发展;全面认识流域生态经济系统的整体性、相似性与差异性,并据此划分生态环境建设类型区;坚持流域治理的综合性,以获取综合效益。

Concepts and Principles of Integrated Small Watershed Management

The integrated management of small watershed is also called basin management and management of catchment.Its concepts are to rationally arrange the land for agriculture,forestry and animal husbandry,layout comprehensive control measures in line with local conditions,combine management and development together and protect,improve and rationally utilize the natural resources,such as water and land of the basin for giving full play to ecologic,social and economic benefits of the natural resources,taking a small watershed as a unit and based on the overall planning.The principles should be followed during the management are to have a high regard for natural law,ensuring harmonious development with nature;understand the entirety,similarity and discrepancy of eco-economic system of the basin in an all-round way and zone into category of eco-environment building based on that and;persist in integration for basin management for achieving integrated benefits.
