近期黄河流域水土保持工作的基本思路

摘    要:黄河流域水土保持生态环境建设在西部大开发中具有重要地位和作用 ,根据西部开发的需要 ,黄河流域水土保持生态环境建设应坚持综合治理 ,进一步优化措施结构 ,大力推进退耕还林还草 ,加强坝系工程建设 ,稳定基本农田建设规模 ,配套建设小型水利水保工程 ,变分散治理为集中治理 ,按照基建程序 ,推行三项制度 ,建好管好水保工程。西部开发必然要加快资源开发、基础设施建设和城市化进程 ,为防止新的水土流失 ,要建立水土流失动态监测体系 ,采取积极的预防保护和监督执法措施。

Abstract:Soil and Water conservation and ecological environment construction in the Yellow River basin play a great role and hold an important position in western China development. According to the necessity of western China development, comprehensive harness should be insisted in soil conservation and ecological environment construction in the Yellow River basin, treatment distribution be further improved, turning of cultivated farmland into forest and grassland be vigorously strengthened, construction of dam system be enhanced to stabilize scale of basic farmland construction,necessary accessories of small irrigation and conservation projects be constructed,individual treatment changed into concentrated harness.Following capital construction procedures, soil and water conservation projects will be perfectly constructed and managed through carrying out “three regulations”. Western China development will surely speed up the processes of resource development,infrastructure construction and urbanization, therefore, it is necessary to establish dynamic monitoring system for soil and water loss and adopt vigorous measures of protection, supervision and law enforcement to prevent further soil loss.
