摘    要:宁夏是全国水资源最少的省 (区 ) ,平均年降水量为 30 5mm ,耕地占有水量为 990m3/hm2 ,人均水资源量为2 2 8m3。该区水土流失严重 ,水土流失面积占总面积的 75 % ,水力侵蚀区的年土壤侵蚀模数为 10 0 0~ 10 0 0 0t/km2 。在当前水土保持生态环境建设中要重视从理论与实践的结合上 ,总结当前小流域综合治理开发的新突破。要把科学调配和合理利用地表径流 ,作为小流域综合治理开发的核心和治理措施优化配置的依据。千方百计提高小流域内已治理土地的产出率是发展小流域经济的核心

Abstract:Being the province of the least water resources in China, Ningxia is of average annual precipitation of 305 mm, the possible water for cultivated land is 990 m 3/hm 2, and water resource per capita is only 228 m 3. There is severe soil and water loss in the province with soil loss area making up to 75% of total area and soil erosion modulus from 1 000 to 10 000 t/km 2 in water erosion regions. In the current soil and water conservation and ecological environment construction, attention must be paid on combination of theory with practice and summary of break through in small watershed comprehensive harness and development. Scientific distribution and rational utilization of surface runoff should be taken as the core for small watershed management and development as well as the basis for optimal allocation of treatments. The core for small watershed economy development is to enhance the production rate on managed land in all possible ways.
