发扬“三苦”精神 大力开展以梯田建设为中心的水土保持工作

<正>我省自然条件恶劣,水土流失严重.为了从根本上改变生态环境和生产条件,从80年代以来,省委、省政府号召广大干部群众发扬“领导苦抓、部门苦帮、群众苦干”的“三苦精神”,狠抓水土保持工作,大力开展梯田建设,取得了显著成效,受到江泽民总书记和李鹏总理的赞扬.我省地处黄土高原、蒙新高原和青藏高原交汇处,分属黄河、长江和内陆河三大流域.这种特殊的地理条件,形成了地形复杂、干旱少雨、植被稀疏、灾害频繁、水土流失严重的自然环境.全省水土流失面积占总面积的86%,坡耕地占总耕地面积的76%.严重的干旱和水土流失,导致粮食产量低而不稳,高效农作物无法种植,直接影响全省农业生产整体效益,严重制约农业的持续发展和群众脱贫致富.所以如何搞好水土保持,治理水土流失,改善生产条件,提高人民生活水平,是省委、省政府历届领导和广大干部群众长期思考和反复探索的重大课题.

In Cansu Province, construction of terraced field has been taken as an important measure for changing adverse production and living conditions, raising people's living standards, getting off poverty and becoming rich. In order to efficiently build terraced field, profit-driving mechanism, target responsibility system, and contract responsibility system have been taken. During the past 10 years, 205 million yuan and 460 million work-days have been invested in the construction of 1. 34 million terraced field. Optimum technique has been used in the design and construction of terraced field, grain yield per hm2 increasing 1020 kg.
