湟水流域水保规划中实行项目规划和管理初探

该文以湟水流域重点流失区水土保持规划为对象, 对综合规划中实行经济开发项目区的规划和管理进行了初步探讨。在流域水保规划中推行项目区的规划和管理, 可以充分利用规划区的自然资源, 通过对项目区实行科学管理和控制, 在专项治理和集约经营的基础上, 充分发挥项目区的规模效益, 以项目区的经济开发带动整个流域的经济发展, 使水土流失综合治理同经济开发有机地结合起来。

Project Program and Management of Soil and Water Conservation Plan at Huangshui Watershed
