| 摘 要： | 美国巴普克·博克塞著文说,中国三峡工程的各种可行性研究都低估了在生态、社会及其他方面所要付出的代价。有人衬于扬子鳄和白鳍豚这些珍贵动物的生存表示担心,但三峡筑坝后时于整个长江流域在气候、水文、环境质量、地表稳定性及农业生产率等方面的相互影响,几乎很少谈到。主张筑大坝的人只是用简单的算帐办法来证明,按每千瓦发电量的成本,一个大坝要比多达20个支流小坝经济得多。但各有关省市争能源、争水利的问题没有解决,水力和电力的价格结构没有确定,有关水坝建设和管理的行政职责等政治因素搞不清楚,两方面的争论都是不现实街勺。

| Abstract: | Based on analysing the status and characteristics of soil and water loss in Sanming city,the county is divided into 3 function areas of soil and water conservation according to the specific condition in the city.Soil and water conservation measures,amount of project and investment are planned according to the status of soil and water loss areas and conditions of nature and society. Based on consulting the document of standardi zation, analysing economic effect of soil and water conservation measure in accordance with the dynamic state and static state.The result shows the economic effect of this planning is feasible,and the effect of ecology and society is out standing. |
