摘    要: 小流域治理是北京市生态环境治理的重要手段,是北京市保护水源、控制水土流失、实现人水和谐的重要途径。基于北京市小流域治理的多年实践经验与现代治理要求,对近年来北京市政府提出的小流域治理理念——建设生态清洁小流域进行了其内涵的界定和建设技术体系的探讨,并以密云水库上游蛇鱼川小流域的综合治理为例,介绍北京地区生态清洁小流域的建设实践。

Abstract:Watershed management is an important approach to water resources, control soil erosion, and improve the balance of rehabilitate ecological environment, protect c systems in Beijing. Based on the experience over the years on small watershed management and the considerations on demand of environment protection, a new concept for building clean small watersheds is advanced by Beijing government in recent years. In this paper the theory and definition of the new concept, and the systematic technical practices on watershed management for meeting the demand of the concept were described. Taking the management of Sheyuchuan watershed in the upstream of Miyun Reservior as an example, the paper presents the experience of building a clean small watershed in Beijing Area. The results would be used as a systematic and practical guidance for small watershed management in Beijing and other regions. It is significant for environment rehabilitation for our country especially for the mountainous regions.
