Management System Reform of Branch and Lateral Canals in Guanzhong Irrigation District in Shaanxi Province

This paper summarized several major models and operating procedures of management system reform of branch and lateral canals in nine irrigation districts of Guanzhong Irrigation District, discussed the effects, characters for each model, analyzed the advantages and disadvantages also problems of each type at present. The modification ideas were put forward. That is a kind of way to make the irrigation districts self suit of socialist market economy, to strengthen the self development and to promote the good financial cycle of irrigation engineering. Those are a references for investment and maintenance for lateral canal systems for irrigation districts in China with the large quantities and vast areas.
