中国土地整理事业发展的回顾与展望

该文介绍了“十五”期间中国土地整理事业所取得的成就，对国家投资土地整理的现状进行了分析与评价。五年来，中国土地整理事业坚决贯彻落实党中央政策，在国家投资项目的安排上向国家粮食主产区、西部大开发地区、东北老工业基地、中部地区、国家重点扶贫地区等区域倾斜，有力支持了这些重要地区的发展，保证了国家粮食安全。“十一五”时期，中国土地整理将继续致力于法制、机制建设，大力开展基本农田整理，切实保护耕地资源，积极开展节约型土地整理，加强土地复垦和农村宅基地整理，有力地推进社会主义新农村建设。最后，建议在“十一五”期间要重点抓好村庄整理、权属问题、耕地质量与生态建设等薄弱环节的建设问题，使中国土地整理事业为建设中国特色的社会主义新农村、建设节约型社会以及确保粮食安全等发挥更加重要的支撑性作用。

Review and prospect of land consolidation in China

In this paper, the achievements of land consolidation undertaking in China during the Tenth Five-Year period were introduced. And the statusquo of land consolidation projects of national investment were analyzed and evaluated. In the past five years, the central policies were firmly fulfilled, and land consolidation projects were stressed in these areas such as major grain-produced areas, the development of the western regions, northeast old industrial regions, central regions and poor areas. That energetically supported developmentin those areas and ensured national food security. In the Eleventh Five-Year Plan, land consolidation of China will continue to pay particular attention to build its legal system and mechanisms, vigorously perform the consolidation of prime farmland and farmland resources protection, actively develop the consolidation of saving land and strengthen land reclamation and rural constructive land consolidation. Therefore, that will energetically promote rural development. At last, some suggestions emphasizing in the Eleventh Five-Year period such as village consolidation, property right issues, cultivated land quality and ecological construction are discussed. It is very helpful for land consolidation undertaking to playa more vigorously supporting role in building the new countrysides with Chinesecharacteristics, building saving society and food security.
