| 摘 要： | 忽视植物新品种保护严重制约了农业科技创新,影响了我国农产品出口.当前,我国科技管理体制不利于品种权的产出,植物新品种保护成本过高,农业科研人员不重视品种权.原因是农民和农业科研人员知识产权意识薄弱,农业科技管理的政府包办体制,农业技术特性造成的维权难度大等.应当改革我国农业科技管理体制,完善植物新品种保护制度,加大品种权保护力度,切实保护品种权人的利益.
