首先对建筑法贯彻实施的经验进行了分析，并着重讨论了目前还存在的问题：工程质量和安全形势依然严峻、监督管理缺位现象仍然比较严重、招投标运作规范性缺失还没有得到根本扭转、清欠工作的落实和完善还存在问题。作者认为，当前要从以下几个方面进一步有效贯彻实施建筑法：进一步加强建筑法律法规的宣传教育、加强建筑行政执法、实加强建筑市场招投标行为的规范化管理、进一步抓好清欠工作、适时修改和完善建筑法。

Reflections on Implementation of Construction Law

The paper first analyses the implementation experience of the Construction Law and focuses on the present problems: grave engineering quality and security situation, serious lack of supervision and management, none fundamental correction of lack of bidding operation standardization, problems in implementation and improvement of clearance work. The author believes that currently the Construction Law is to be implemented further and effectively in the following aspects: further publicity and education of construction laws and regulations, strengthening of administrative law enforcement, enforcement of standardized bidding management in construction market, further improvement of clearance work and timely amendment and perfection of Construction Law.
