| 摘 要： | 新时期所提出的"建设社会主义新农村"有着传统政策的继承性,但也有着其现实的新特点,即紧迫性与可行性、综合性与长期性、科学性与革命性.农村基础设施建设是新时期构建社会主义新农村最重要的一个环节,是构建新农村各个环节的物质载体和纽带及成功的突破口.分析了新时期构建社会主义新农村的特点,以及农村基础设施建设与构建新农村之间的关系,提出了确保农村基础设施建设性进行和不断巩固的长效机制.

| Abstract: | Building a new socialism countryside proposed in the new period has new characteristics of urgency and feasibility,comprehensiveness and protractedness,scientific and revolutionary.The construction of rural infrastructure facilities is the most important link of a new socialism countryside in the new period.So,its success heavily depends on whether the construction of rural infrastructure facilities is going well and has a constant consolidation and a corresponding mechanism of enduring effect. |
