四川省病死动物无害化处理模式探讨

四川省在建立病死动物无害化处理长效机制过程中,结合自身实际,探索出自行处理、集中处理和委托集中处理3种工作模式,保障了生态安全、公共卫生安全、食品安全和养殖业生产安全。本文简述了3种模式的运行机制,展示了各自特点,指出了病死动物无害化处理监管难、无害处理企业建设难、收储运输体系运营难等问题,并提出强化法规约束,政策体系保障,部门深度协作,生物安全防护和信息化管理等对策和建议。

A discussion on patterns of harmless disposal of animal carcasses in Sichuan Province

In practicing the long-term mechanism of harmless treatment of animal carcasses,Sichuan Province has explored three work patterns:decentralized,centralized and entrusted centralized processing,which have been actively contributing to the safety of the ecological system,of public health,of animal-origin foods and of the animal breeding industry.In this paper,the operational mechanisms of the three work patterns animal carcass disposal are briefly described and their characteristics(advantages and disadvantages)are presented.Difficulties in the disposal are pointed out:difficulty in supervision of harmless treatment of dead animals,in construction of harmless treatment plants,and in operation of the storage and transportation system.Correspondingly,measures to overcome the difficulties are suggested,which are enhancing the stipulation of rules and regulations,ensuring supportive policies,deepening cooperation between government departments,protecting bio-safety,and improving big data management.
