对中国良种推广模式的思考

推广的根本是效益。无论是经济效益、社会效益还是环境效益，效益一词无疑是推广工作的根本动力。然而，在现代中国，由于政策强制性与基层领导求政绩等诸多方面的原因，使得良种推广成为创政绩、应付指示的重要手段。这也就导致了求大、求快、求高的推广模式，即最大面积推广生产、最快时间实施、最高产量与规模的功利模式。这种不以农民利益为上，只求数字的推广形式，大大损伤了农民的利益，尖锐了农民与政府间的矛盾，削弱了农村经济、政治、环境发展的力度，这也是中国鲜有成功推广典范的原因。
