乌鲁木齐市实施最严格水资源管理制度的探讨

面对日益严峻的水资源形势,复杂多变的水资源问题,我国将实行最严格的水资源管理制度,以实现水资源可持续利用。乌鲁木齐作为我国北方极度缺水的城市之一,水资源问题已成为制约乌鲁木齐发展的重要瓶颈。通过对乌鲁木齐市水资源现状的分析,提出狠抓总量控制,建立开发利用红线,提高用水效率,推进节水型社会建设,加强水功能区管理及水资源保护工作,重视水资源监控体系的建设,实施最严格的管理考核制度等对策措施,加快推进最严格水资源管理制度的落实,促进乌鲁木齐市经济社会的可持续发展。

Discussion on the Implementation of the Strictest Water Resources Management System in Urumqi

Faced with the increasingly serious water resources situation and complex water resources problems,China would implement the strictest water resources management system to realize the sustainable utilization of water resources.Urumqi is one of the cities that seriously lack of water resources in north China,the water shortage has been the bottleneck of the sustainable development.Based on the analysis of the water resources system in Urumqi,a series of basic measures,such as promoting the total quantity control system and the construction of watersaving society,improving the efficiency of water utilization,strengthening the water management and water conservation,attaching greater importance to the construction of water resources monitoring system and implementing the most strict management appraisal system were proposed for relieving the severe situation of water shortage,promoting the implementation of the strictest water resources management system and the economic and social sustainable development of Urumqi.
