| 摘 要： | 北川羌族自治县由于涉及群体利益的刑事案件频发,这些案件中的利益相关者屡有缠诉、闹访等现象,严重影响了社会稳定的政治大局.为此,从司法实践角度提出了三条建议:以化解矛盾为首义,处理好刑事案件中的民事赔偿问题,严格自诉、公诉界限,防止增加当事人诉累.
