对龙泉市的自然条件、社会条件、河流分布特征及生态保护的现状和问题进行了分析，提出了关于高地势地区的生态保护，沿江、沿溪、沿库的生态保护措施，提出了关于进行生态保护的营林措施，并提出了生态保护的封闭回路设想。剖析了建设生态体系的必要性。阐述了生态建设与地方经济发展、生态建设与发展生态旅游业，生态建设对中下游地区的影响等诸方面的关系。进行生态保护和生态建设必须有强有力的保障机制，才能全面地促进三江源头

Ecological Protection and Construction of Headstreams of Three Rivers in Longquan

Based on analysis of natural and social conditions, traits of river distribution and status of ecological protection ,this paper proposed ecological protection and construction measures of headstreams of three rivers in Longquan, analysed the effects of ecological construction on local economic development and ecological tourism ,etc. The ensurance machnism of ecological protection and construction should be built,in order to improve the development of headstreams of three rivers in longquan.
