| 摘 要： | 退耕还林工程1999年在四川省实施，2003年省厅对这项投资多．规模大、任务重、涉及面广、政策性强且已实施5年的国家重点生态工程进行了社会经济效益定点监测。文章在全面了解监测县本底和工程实施情况的基础上通过详细的分析，对工程开展5年来各项效益实施评价，并针对存在的问题提出了措施和建议。

| Abstract: | Converting cropland to forestland project had been carrying out in Sichuan province since 1999. Sichuan provincial forestry department had done a monitoring of this national key ecological project's social economic effect in 2003. This paper made a appraising for this project's each benefit and put out countermeasures and advices to problems existed in the project. |
