| 摘 要： | 以科学发展观为指导，深刻分析农业科技创新面临的形势，研究提出“十二五”农业科技的主要任务，深入探讨农业科技创新相关的理论问题：即自主创新与引进先进技术、自主创新与知识产权保护、原始创新集成创新和引进消化吸收再创新、自主创新与深化科技体制改革、自主创新与人才队伍建设、自主创新与科技投入、自主创新与管理体制改革等，努力开创农业科技工作的新局面。
