海藻养殖碳汇渔业的政府激励机制研究

建立了基于机制设计理论的政府激励机制模型,分析了在不完全信息情况下政府最优的激励强度应是阝= λ^2/λ^2＋tpq^2,政府的激励强度与养殖者的努力程度系数λ成正比。政府会根据观察到的养殖者行为确定相应的激励强度,进而设立激励合同 ,引导养殖者按照政府的期望进行养殖,使养殖者追求个人利益的行为正好与政府追求的集体价值最大化的目标相吻合,得出2012年的激励合同为4 864.86万元。最后提出了包括供求激励机制的构建、融资激励机制的构建、养殖技术激励机制的构建、国际合作激励机制的构建的政府激励机制的构建办法。

Research on Government Incentives to Seaweed Culture Carbon Sink Fisheries Development

The paper established a government incentives model based on mechanism design theory,and then worked out 阝= λ^2/λ^2＋tpq^2that was the best excitation density of the government in the case of incomplete information,and the excitation density had a positive relation with effort coefficient of farmers which was.The government should fix the excitation density based on the information they had got,and then design the incentive contract that is,which could guide the farmers to culture seaweed in accordance with expectations of the government,make sure that the personal interests farmers pursue coincide with the maximum collective value of the group that the government pursues,and work out the figures of excitation density and the incentive contract of 2012.At last,the paper established incentives mechanism which included supply and demand incentives,financing incentives,farming techniques incentives and international incentives.
