墨江县林权制度改革问题剖析

墨江县集体林权制度改革工作于2007年初启动,针对部分基层行政部门工作人员、林农等在初期的改革实践中对林政工作目的、作用、意义、成效的疑问,主要就此次林改与20世纪80年代林业"三定"的异同,分山到户与规模经营是否矛盾?林改是否能达到预期效果几方面进行了剖析,认为通过明晰集体林产权,必将促进林农增收、林业经济发展、森林资源总量的增加和质量的提高.

Analysis on the Issues in Reform of Forest Property Right System of Mojiang County

The reform of collective forest property right system of Mojiang county has already launched in the beginning of 2007.Focus on the questions from the basic administrative staff and forest farmers about the objective,roles,significance and achievement of forest administration in the initial period of the reform practice,the paper mainly analyzes similarities and differences between this reform and " Three Orientation" in 1980s.In detail,whether is there contradiction between mountain allocation to household and scale management or not? Whether can we obtain the achievements which are predicted? It is concerned that the clear partition of collective forest property will promote the income growth of forest farmers,strive for forest economic development,increase the total amount of forest resources and improve the quality as well.
