森林资源产权的伦理维度与我国森林旅游开发对策

无论是从认识层面还是实践层面，森林资源的产权问题目前均停留在经济一元化的思维惯性之中。即便是把产权问题与生态问题或法制问题联系起来，其核心认识还是由经济问题派生出来，如经济可持续发展问题、排他性经济权益问题等。而森林资源的生态承载、生物多样性维护以及不可移动的自然垄断性，决定了对建立在森林及林地资源基础上的森林旅游开发须上升到伦理的高度加以认识。因此，分析森林旅游开发过程中森林资源的产权结构，须内在地包括伦理维度，从而以权利的道德属性规范森林旅游开发行为。

The property rights of forest resources, whether at the cognitive level or the practical level, remain in the thinking set of economic unification. Even if the issue of property rights is linked with ecological issues or legislative issues, its core is derived from economic issues, such as sustainable economic development, exclusive economic rights and interests, etc. The ecological bearing, biodiversity maintenance and immovable natural monopoly of forest resources determine that the recognition of forest tourism development based on forest and forest land resources must be elevated to the height of ethics. Therefore, analyzing the property right structure of forest resources in the process of forest tourism development must inherently include ethical dimension, so as to regulate the behavior of forest tourism development with the moral attribute of rights.
