农户转入农地行为的制约因素研究

摘    要:
为了促进地区农地流转,发挥农业经济的规模效应,在参考国内外已有研究成果的基础上,设计调查问卷,建立评价指标体系,利用Logistic模型定量分析了农户转入农地行为的制约因素,结果显示农户转入农地意愿主要是受规模性的农业产业基地、地方政府态度、自家耕地面积、户主能动性、种植经济作物的经验、灌溉条件、农业年收入、契约规范性等因素的影响,并深入分析了各因素的作用方向及影响程度,据此提出政策建议,指出地方政府应该发挥自身的引导作用,通过引进大型农业企业,培育地方农业特色,加强流转市场建设等手段,来刺激转入农户的转入需求,已达到促进农地流转的目标。

Abstract:
In order to promote the rural land transfer and achieve scale agricultural economy,this paper conducted quantitative analysis on the restricted factors of farm households’ farmland transfer by designing questionnaires,establishing evaluation index,and using Logistic model after researched on domestic and foreign literatures.The results showed that the behaviors were mainly affected by the factors such as the large-scale agricultural industry,local government attitude,area of their own cultivated land,initiative of the head of household,planting experience,irrigation conditions,agricultural income,contract normative and so on.Then it analysed effect direction and degree of the factors,thus offers several suggestions for the government,that was,it needed the regional government assistance to stimulate the requirement of the farmers in order to reach the goal of promoting circulation of rural land by introducing large agricultural enterprises,fostering local agricultural characteristic,and strengthening the construction of circulation market.
