The corresponding countermeasure and the suggestion were proposed as follow: the government responsibility must be cleared; the formulation of support policy should be clarified; increases the fund support dynamics, enhances the economic potentiality of the countryside specialized economic organization; Follows the cooperation system basic principle, to conduct a standard operation.
