| 摘 要： | 通过对保定市1997～2010年土地总体规划目标实现程度进行评价，分析了耕地、城镇村及工矿用地和交通用地指标实现程度较差的主要影响因素，提出了关于规划修编和实施管理中应实行最严格的耕地保护制度、提高土地节约集约利用水平、重视土地利用规划研究的建议。

| Abstract: | The realization degree of general planning target of land use in Baoding from 1997 to 2010 was evaluated. The main factors influencing the realization degree of farmland, town, village and industrial and mining land, and traffic land were analyzed. The suggestions of carrying out the rules of the most strict cultivated land protection system, improving the level of land economical and intensive use, and paying attention to the research of land use planning were put foward. |
