中央储备粮动态规模管理的研究

中央储备粮是保证粮食宏观调控的物质基础,是政府可控制的用于粮食危机事件的主要物质资源.中央储备粮规模管理的目标是储备粮调控效用最大化.研究认为建立储备粮管理的动态储备机制将有利于这一目标的实现.动态储备包括若干方面的动态要素,例如:储备粮总规模、库存形态(储备粮实物库存与现金库存的组合)、品种结构或时空布局等.合理地运用这些要素,可以提高储备粮利用效率,优化储备粮调控成本.

Reflection on Dynamic Scale Management of State Grain Reserves

State Grain Reserves(SGR) is the material foundation for grain macro-control and regulation.Meanwhile,SGR is the main material resource available for the government to mitigate food supply crises.The goal of grain reserve management is to maximize the efficiency of grain macro-control and regulation.This paper suggests that establishing the mechanism of dynamic reserve management could promote achieving the goal of reserve management.Dynamic reserve includes several changing factors,such as general scale of grain reserve,stock pattern(combination of physical stock and cash stock),variety structure and space-time layout. Effectively managing theses factors will improve the efficiency of utilization of SGR and optimize the financial cost for macro-control and regulation of SGR.
