摘    要:猪肉质量安全的管理与控制一直是生猪产业链中的一个薄弱环节。近年来瘦肉精猪肉、蓝光猪肉、病死猪猪肉等"问题猪肉"流入市场,给消费安全带来很大隐患。为此对宁乡县5镇生猪养殖规模达50头以上的养殖大户进行了随机调查,分析了"问题猪肉"产生、流入市场的原因在于生产模式欠规范、风险分担机制不健全、政府管理不严格、市场调节缺陷等方面,并有针对性地提出了稳步推进规模化养殖、扩大生猪养殖保险范围、完善质量监督体系的治理对策。

Abstract:Governance and control of quality and safety for pork always is a weak part in the industrial chain of swine.Recently,the problem pork,such as ractopamine or clenbuterol contained pork,blue light pork and pork from diseased pig or dead pig,had entered market,which brought a hugely hidden danger for the safety of consumption.A random investigation was conducted to the large pig-breeding farmers,whose breeding scale is more than 50 pigs,in five towns of Ningxiang County.Then the causes of occurrence and entering market for the problem pork were analyzed,which are non-standardized production pattern,imperfect risk sharing system,loosely governmental management,and many defects in market regulating.In the end,some governance strategies were proposed as follows: steadily promoting scale breeding,expanding insurance coverage for breeding swine,and perfecting quality supervision system.
