我国农村公共项目成功标准研究——基于利益相关者核心价值的一个新视角

农村公共项目极易产生负的外部性。此类项目的成功标准受到很多因素的影响,在概念上依然模糊,至今也没有一个统一的标准。本文提出了一个新的视角,即立足于项目的全寿命周期,界定和分析农村公共项目的利益相关者,分析项目成功和项目管理成功的关系。通过建立了农村公共项目核心价值生成模型和实现模型,形成在项目各阶段以公平和效率均衡为基础的农村公共项目核心价值,认为只有实现了关注绝大多数利益相关者核心价值农村公共项目才能被认为是一个成功的项目。

Study on the Success Criteria of Rural Public Project——A New Perspective Based on the Core Value of the Stakeholders

The rural public project will cause the externalities easily. The success criteria of this kind of projects have not been united although discussed for so long time. The conception of project success is still remained ambiguous. In this paper, a new perspective of the rural public object success criteria is introduced. Based on the total life cycle , and the equilibrium between justice and efficiency, the relationship between the project and project management is analyzed by analyzing the range of project stakeholders and the different demands held by them. The core value of the public project is formed by building up the models of the formation and realization of the core value. The project can be viewed successfully if the core value is realized.
