安徽省集体林权制度改革研究

安徽省集体林地占林业用地总面积的92%,安徽省集体林权制度改革不仅关系到安徽林业的发展和国家的生态安全,更直接关乎农村经济社会的发展和农民生活的改善,是一项惠及千万农民的民心工程,与农村土地家庭承包责任制一样具有同等重要的意义。目前,安徽省已完成集体林权勘界面积352.5万hm2,占应勘界面积的99.1%,林权到户率88%以上。但林改中存在着林权纠纷难以调处、公益林补偿低、林权流转不规范、林农对林木的处置权不完全、森林资源资产评估机制不健全、林业融资困难、森林保险发展缓慢等问题。
