| 摘 要： | 基本农田是耕地资源中最好的部分,具有较好的土地质量、交通条件、连片性及水利基础设施等特点;而现阶段基本农田划定缺乏行之有效的评价体系,导致基本农田的划定随意性较大,从而使基本农田保护仅仅是量上的保护,缺乏质的保证。为此,从基本农田的特点出发,建立了划定基本农田的指标体系,确定了指标权重,并减少了耕地入选基本农田时人为主观因素的干扰,为保证耕地正确地入选基本农田提供了理论依据。

| Abstract: | Selecting cultivated land into prime farmland is a process of complicated multiple-attributes decision- making. Prime farmland should be the best part in cultivated land, which has good communication condition and better quality. By studying these characteristics, in order to deduce effect we provide indicator system for selecting cultivated land into prime farmland, and theirs value and weight. |
