| 摘 要： | 公民参与是民主政治的重要内容,也是公共管理的重要手段,在现代社会发展中起着重要的推动作用。公民参与的发展具有阶段性,受到周围社会、政治生态的制约,也受到文化传统和经济发展水平的制约。公民参与的向度旨在表明公民参与主体的多元和参与主体间互动的状态,提出一种新的公民参与的视角,在现代社会中,公民参与的向度应该是主动、多元的。
