中原经济区视角下河南省小型农田水利建设研究

农田水利是粮食安全的基础保障,事关河南省现代化建设全局和长远发展。为落实国务院要求的2020年粮食生产能力650亿kg/年计划,河南省应加强粮食生产核心区建设,加快中原经济区建设。为此,笔者分析了河南省小型农田水利工程的建设现状和建设及管理中存在的问题,并结合中原经济区建设,从工程投资和工程治理两个角度探讨了解决途径。指出:发展河南省的小型农田水利工程建设还应完善工程投资机制,加大公共财政对水利的投入,疏通融资渠道,吸引社会各层面的投资者参与水利建设;实行明晰权制度,按照多筹多补,多干多补的原则和谁投资谁受益原则,建立多种形式的用水合作组织,建立技术服务及管理站点,依靠农民中的能人进行自我服务与管理。在政府主导,农户参与,科学管理的新运行模式下,河南省小型农田水利建设发展将步入可持续的良性循环的轨道。

Study on the Construction of Small-sized Irrigation and Water Conservancy in Henan Province under the Angle of Central China Economic District

Irrigation and water conservancy is the basic guarantee of food security and is directly bound up with the overall and long-term development of Henan modernization construction.In order to implement the plan of 65 billion kg/year grain production in 2020 required by State Department,it should strengthen the construction of grain production core area and accelerate Central China Economic District construction.Thereby,the construction of the little-scale irrigation works and problems in management in Henan Province were analyzed.Then,combined with the construction of Central China Economic District,the solution routes were discussed from the angles of engineering investment and engineering management,it pointed out that developing the construction of small-sized irrigation and water conservancy in Henan Province should perfect engineering investment mechanism and increase the investment to water conservancy by public finance,dredge financing channels,attract different investors;clear property relations,obey the principles of more investment and more compensation,more working and more compensation,who investment and who benefits,establish multi-forms of water cooperation organization and technical service and management stations,rely on talents of farmers to realize self-management and self-service.Under the mode of government-lead,peasant participation and scientific management,the development of small-sized irrigation and water conservancy construction in Henan Province will enter into the virtuous cycle trajectory of sustainable development.
