参与式乡村评估在壶瓶山自然保护区的初步应用

全球环境基金保护地管理项目旨在解决生物多样性保护与社区发展之间的矛盾,作为该项目的示范区,湖南省壶瓶山国家级自然保护区于2003年9月19日～10月5日进行了准备阶段的PRA调查工作.通过对该保护区核心区、缓冲区及实验区社区的实地调查,了解到保护区周边社区的社会、经济、文化状况,对存在的社会问题进行了统计分析,资源利用受限制、经济发展缓慢、野生动物危害、交通不便、基础服务设施差、缺乏农业技术以及退耕还林后未减税是影响当地社区发展的重要因子,并就此次调查中存在的技术问题如:调查人员理解偏差;当地居民的认识误区、实践与理论的出入、人为因素干扰、第三方参与不足和资料处理提出了解决对策.

The Preliminary Application of Participatory Rural Appraisal to Investigating Hupingshan National Nature Reserve

The purpose of Protected Area Management Project sponsored by the Global Environment Facility is settling the conflict between biodiversity conservation and community development. As a demonstrating area, the participatory rural appraisal survey was carried out in Hupingshan National Nature Reserve during the period from 19th Sep. to 5th Oct. in 2003. The investigation into different communities, respectively at the core zone, the buffering zone and test zone of this nature reserve, shows the status quo of the society, economy and culture, and draws out the five most important factors existing in the adjacent community of Hupingshan National Nature Reserve, namely, restricted utilization of resources, slow economical development, wildlife damage, inconvenient traffic, lacking agricultural technology and no tax reduction after reforesting formerly cultivated land. Finally, some countermeasures are put forward to solve the technological problems existing in this investigation, including misunderstanding of the investigators and residents, discrepancy between practice and theory, disturbance of artificial factor, lacking the third-party participation and corpus handling.
