张掖市农村集体土地产权调查与分析

通过农村集体土地产权主体确认、土地权属调查、土地权属界线与界址点调查认定,对张掖市农村集体土地产权进行了调查分析。结果表明,张掖市集体土地权属界限基本是清晰的,由于基础资料欠缺等原因造成未定界宗地占宗地总数的10.03%左右;农村集体土地的权属类型以集体土地为主,国有土地的产权主体比较单一,集体土地的产权主体包括村农民集体经济组织、乡(镇)集体经济组织和村内农业集体经济组织三种类型,以村农民集体经济组织为主;具有企业性质的产权主体日益突出,表明农业产业化政策在农村经济发展中的作用正在逐渐增强。

Investigation and analysis of property right of collective land in villages of Zhangye city

The property right of collective land in villages of Zhangye was investigated and analyzed, through main body confirming of property right of collective land, investigation of land ownership, and maintenance of boundary line and points. The results showed that the ownership bounds of collective land was clear in Zhangye; the proportion of undefined boundary land to the total land was about 10.03 % due to be lack of basic materials; the major ownership type of collective land in villages was collective land; the main body of property right of state-owned land was simpler; the main body of the right of collective land included peasant collective economic organization, township-owned collective economic organization and agricultural collective economic organization in villages, among of which the first was the main body; the main body of property right with enterprise character broke through during these years, indicating that the function of industrialized agricultural policy on economic development of villages gradually strengthened.
