| 摘 要： | 在分析城乡统筹发展的内涵及其对土地资源配置要求的基础上,分析了我国农村土地制度缺陷对构建农村土地市场的影响,提出了改革的思路,从土地征用、集体土地使用权出让、宅基地流转、农地承包经营权流转4个方面构建了适合我国国情和城乡协调发展的农村土地市场。

| Abstract: | Based on the analysis of the content of overall development between the city and the rural area and the demand of land resources allocation,the defect on land regulations in the rural area and the influence on building land market in rural area was summarized in the paper.The reforming thoughts was raised: to build land market in rural area suitable for China and for overall development between the city and the rural area from four aspects: the rural land requisition,sale of collective-owned land use rights,the circulation of rural residence base and the institution of contractual operation right of land. |
