| 摘 要： | 本文探求了以系统工程的原理和方法编制县级发展规划的方法,并提出由县经济、社会、科学发展的趋势,建立县发展模型及其总体设计、目标指标体系的确定和选择方法。并以江苏省灌云县农村经济发展规划为例加以说明,实施规划的第一年净收益比上年提高21.37％。
